Last month, the Austin City Council appointed three companies to discuss ways to better manage local agencies and prosecute sexual assault cases, but leaders said they would not anticipate a final report until 2022 on Monday.
On Sept. 19, Council members awarded the contract in the expectation that a team of independent consultants will make proposals to improve the way in which these cases are handled and tried. The proposal came in the wake of a 2018 Texas Department of Public Safety study that showed that many investigations had been misclassified by Austin police officials, labeling many incidents that did not lead to a conviction as "cleared." The council has instructed the experts to figure out why not investigate a large number of reported crimes.
The three associations— the Police Executive Research Council centered in Washington, D.C.; the Women's Law Project based in Philadelphia, and the Wellesley Centers for Women based in Massachusetts — will collectively perform the study, records show. Commissioner Rebecca Bernhardt said the city probably offered consultants years to complete the study at a Monday meeting of the Austin Public Safety Commission because they would analyze 50 percent of the sexual assault complaints obtained by the Austin Police Department over the last seven years. It's a really large analysis of the prosecution, so it will eat up the bulk of their resources, "said Bernhardt.
The consultants will also evaluate policies and procedures, question on-the-ground and management personnel, and examine victims of sexual assault. Bernhardt, who negotiated the deal with several other commissioners of public safety, said she was positive about the agreement but had some doubts. Of example, companies were preparing to do many of their interviews by focus groups, but Bernhardt said she wished they would also do a number of one-on-one interviews. "In Houston, there was so much controversy," she said. "Our fear was that participants in a focus group would not be as transparent”.
Bernhardt always wanted to make sure that these experts did not re-victimize any survivors when reaching out to them and wanted to make sure that police officers from Austin did not have the opportunity to cherry-pick with which survivors experts would talk.
Spirit Airlines is the upward discount airline for Austin Airport–and it takes steps to raise this drive. Spirit replaced Nashville, Tennessee, by Newark Liberty International Airport in New Jersey and Cancun, Mexico, on October 9th and kicked off non-stop in early 2020. Spirit 13 roads from and to Austin are not halted. The airline unveiled eight flights beyond ABIA in February and introduced two more in May, even if at least one other carrier operates all of Spirit's destinations from Austin.
"We are excited about what we see in Austin," said John Kirby, the vice-chairman of the network planning department of Spirit. "When we continue to see strong performance, we can continue to add increased schedules and new destinations," he said, noting that "Austin obviously meets our goals and that we do not add additional non-stop service."
By August, according to recent airport statistics, Spirit Airlines had this year flown 471,974 passengers via Austin-Bergstrom. Between low-cost carriers, 564,007 passengers also flew behind Frontier Airlines. Frontier traffic declined by 24 percent over the year through August, and another cheaper airline, Allegiant, saw a 33 percent drop in traffic during the same time. Frontier and Allegiant also shut down Austin's nonstop flights.
Four days a week, non-stop flights on Spirit from Austin to Cancun begin on February 26. Nashville and Newark's regular nonstop service will begin on 26 March.
The number of daily flights on its new routes from Austin to Orlando will also rise from 26 February on Spirit will be growing. Kirby said that Cancun and Nashville talk for themselves as target markets with their respective beaches and entertainment credentials. Yet he noted that the new service of Spirit Austin-Newark was intended to replace Southwest Airlines on that path at a low cost. In the spring, the South West confirmed it was halting flight to Newark to concentrate services in the city of New York at LaGuardia Airport partially because of the Boeing 737 Max aircraft prolonged groundings.
Spirit had the' market interest' in the way ahead of the Southwest Agreement. However, "Southwest confirmed it would quit... it was becoming more convincing." In its first months at Austin-Bergstrom, Spirit earned a guaranteed bonus of $1.7 million over the seven months of a public record. This year, Spirit collected more than any other carrier.
"While we are not taking a reward-based path choice, the initial motivation is important," said Kirby.
In many ways, Austin seems to be rising –and out, as it continues to lead the country in population growth. Thankfully, though, the vibrant capital of Texas has managed to maintain much of its recognizable charm
